Panelist Keshav Varma Chief Officer Urban and Infrastructure Sector India, World Bank
Mr. Keshav Varma, an Indian national, was appointed as Sector Manager of the Urban Development Sector Unit, East Asia and Pacific Region of the World Bank in October, 1997. He joined the Bank with an exceptional and pioneering record of achievement as the Municipal Commissioner of Ahmedabad, India. Mr. Varma was appointed as Chief Executive of the Ahmedabad Municipal Corporation (AMC) where he was credited with rejuvenating the organization with a much enhanced public image, high staff morale, and a well-defined strategic approach. Prior to his work with the AMC, Mr. Varma held a number of high level positions, including Industries Commissioner, Ministry of Industries and Mines, Gujarat; Managing Director, Agro Industries Corporation, Gujarat; and Joint Managing Director, Uttar Pradesh Road Transport Corporation. Mr. Varma is the founding President of the City Managers’ Association of Gujarat. In 1996, he was awarded the Innovative Manager of the Year award at the Indian Institute of Ahmedabad (IIMA) Alumni Association.
It was during this time that AMC received an AA(SO) credit rating, and the first municipal bonds issued in South Asia without central or state government guarantees, the “Ahmedabad Municipal Corporation City Bonds”, opened on January 16, 1998 and closed, successfully, on January 27, 1998. The bonds were over subscribed by 1.15 times.
